Why bureaucracies ruin everything

Here is Dr. Jerry Pournelle's Iron Law of Bureaucracy:


"In any bureaucracy, the people devoted to the benefit of the bureaucracy itself always get in control and those dedicated to the goals the bureaucracy is supposed to accomplish have less and less influence, and sometimes are eliminated entirely."


It sure is valid for organizations like NASA.  Once it created incredible results - I doubt they could put a man on the Moon at this time - even using the old existing technology. 


It is a well known fact in Portugal that no (*) public bureaucracy is interested in the well being of the citizen.  They exist solely for their own sake.  There are hilarious examples of the kind of document you need to forward to get information from public entities.  The most important of course to be showing the proper respect and abasement.


A few years ago we were told that the Ministry of Education paid a large number of teachers to work for their own union.  However, I believe that is no longer the case. 


(*) There are some exceptions to that, as some public employees are very caring and work very hard.  Unfortunately, they often have to fight their own organizations.
